PAGE ONE Economic Boom Seen For SE/SW Expansion of the Washington Navy Yard has already led to seven private development projects in the SE/SW area. Eventually 3,500 contractor personnel are expected to relocate near the Navy Yard on private property. Office buildings are being built or renovated at 80 M St. S.E. - replacing the purple-painted "Tracks" nightclub -, 300 M St. S.E., and 810 Potomac Ave S.E., all to house Navy contractors. A multi-use project on 12 acres of Washington Gas Light property is planned for 12th and M St. S.E. At 100 Water St. S.E. and across the river near the 11th St. Bridge and MLK Ave. S.E. other developments are in progress. About 4,100 Navy employees will be moved to the Navy Yard from offices being rented by the Navy in Crystal City. Another 1,000 have already moved over from Crystal City, Alexandria and Bailey's Crossroads. A media release by John Imparato of Navy Headquarters states: "The current change will require over $200 million of construction to modify the structures once used for shipbuilding and manufacturing for use as offices. While the shells will be preserved in most cases, the interiors will become modern, efficient administrative spaces for Navy Headquarters activities." Inquiries for apartments and townhouses in Southwest have already begun. Celebration On National Mall For New Year 2000 A New Year's Eve celebration on the steps of the Lincoln Memorial with bands, sing-along, a sound and light show and more will kick off the new millenium next month. George Stevens and Quincy Jones will produce the show with a 100 piece orchestra and the combined bands, choirs and marching units of the U. S. Armed Forces. Steven Spielberg will show a film he has produced, "American Spirit," featuring highlights of the 20th Century. John Williams will conduct his original score accompanying the film. After President Clinton speaks, the night will be climaxed with fireworks at midnight at the Washington Monument and a sing-along with the thousands of performers and spectators. Metro-rail will operate late. Smithsonian, L'Enfant Plaza, Federal Center, Archives and Metro Center stations - are expected to be very busy. Jack Evans S.W. Task Force Met Nov. 4 at MAC D.C. Recreation Department plans for S.W. and the impact of the Navy Yard expansion on Southwest were main features of the monthly meeting of the 2nd Ward Council Member Jack Evans S.W. Task Force as he chaired it in the auditorium of the Mellennium Art Center, 65 Eye St. S.W. Nov. 4. John Imparato of Headquarters, Naval District Washington, showed an aerial photo with locations of new private developments outside the Navy Yard. (See the story and photos on pp. 4-5). Robert Newman, new Director of the D.C. Department of Recreation described the problems of running a Recreation Department in the Nation's Capital. He plans: community councils for each recreation center, more cultural arts programs, a new master plan, a system of preferences for D.C. residents in the use of facilities, reviving the Roving Leaders program, solving the underground defects in the Randall lighting system, etc. Officials of David Nassif Associates, owners of the D.O.T. building on 7th St. S.W., told of their plans to bid on a new lease and make a $120 million redevelopment of the building if successful. He will speak at the Mon. Nov. 22 meeting of the Southwest Neighborhood Assembly at 7:30 p.m. at Potomac Place, 800 4th St. S.W. in the community room. He made that remark at the Citizens Advisory Council meeting in First District Police Headquarters. His office is distributing 300,000 preparedness guides, and setting up warming shelters, just in case electricity or heat fail if some computer reads January 1, 2000 as January 1, 1900. Also speaking on the Y2K problem will be Michael Ivy of Preparedness Plan & Community Partnership, a private group. Wanda Austin of D.C. Census 2000 will explain the need to cooperate with the census takers so that no groups will be undercounted. Funding of federal programs is reduced if fewer people are counted in the census. Stewart, former Director of the Field Practicum at Howard University School of Social Work, has received an award by the National Association of Social Work. GUYS AND DOLLS Wallace Babington "Guys and Dolls", that most American of musical comedies, has been called the Beggar's Opera of Broadway and the play that gives the English language a nice kick in the pants. And it certainly deserves both that accolade and tribute. It is a classic of Americana, based on a story by one of our most revered authors, Damon Runyon. Arena Stage brings us this comedy next month in a production directed by Charles Randolph-Wright, who directed last season's moving, beautiful "Oak and Ivy." This production will also feature Maurice Hines as Nathan Detroit, the inveterate gambler who has been engaged to Miss Adelaide for a mere fourteen years. The story brings together such unlikely combinations as the Salvation Army, a floating dice game and a night out in Havana. We are indebted to "Guys and Dolls" for priceless contributions To the vocabulary of the musical stage: characters named Nicely-Nicely and Sky Masterson; songs with lyrics like "Sit down you're rocking the boat" And "Take back your mink to from whence it came." They don't write lyrics Like that anymore. It is very likely that you will come out of the theater singing and humming songs that are familiar, memorable and make you smile. Molly Smith, Arena's Artistic Director, has rightly chosen this gem of a musical to usher in the new century. And a good choice it is. Arts Action Group Met At Millennium A C by Davelene Renshaw The Millennium Art Center (MAC) at 65 I (Eye) St. S.W. (formerly Randall School) was the site of the October meeting of the Arts & Culture Action Group of the Jack Evans' S.W. Task Force. MAC owner Bill Wooby explained his plans for programs at the center and showed off the future art display galleries, theatre area, artists' studios, sculpture garden and office space. "Work days" for volunteers to help with yard work, with lunch provided, are planned for Saturdays after the city vacates offices in the building. For information call 479-2572. The District government will be asked for better street lighting and cutting tree branches to make patrons feel more secure. Arena Stage staff members expressed eagerness to work with school children and others in the community, including sharing concerns with other cultural groups through this committee. A memorial for Benjamin Banneker will be located in front of the U. S. Postal Service headquarters building on 10th St. S.W. That is the recent recommendation of the National Capital Memorial Commission, which oversees placement of memorials for the National Park Service. Banneker was a free black who helped lay out the boundaries of the new federal district in the 1790s during the term of President George Washington. At the waterfront end of 10th St. is an overlook park that has been named for Banneker. Placing the statue in that park was the original proposal of Washington Interdependence Council, the group spearheading the memorial campaign. A walkway to the waterfront was in the original proposal. Mall/Waterfront Task Force Has New Leaders Ahmad Nurriddin is the new chair of the SWNA's task force on the Mall and Waterfront. Nancy O'Brien is the new vice-chair. At a recent meeting of the task force they reported their plans to mail copies of the Urban Land Institute (ULI) study to all Members of Congress. At the Mayor's Summit Nov. 18 and 20 they planned to distribute a handout with information on Arena Stage and Waterside Mall. Davelene Renshaw suggested adding the Millennium Art Center.
